The Technical Portfolio Manager - Principal 2 is a senior-level expert responsible for leading and overseeing large-scale, complex technical portfolios spanning multiple business domains and organizational boundaries. This role serves as a strategic partner to executive and senior leadership, providing authoritative guidance on portfolio performance, financial health, risk management, and delivery excellence. The Principal 2 is recognized as a subject matter expert who drives continuous improvement, establishes best practices, and elevates the capabilities of the broader portfolio management community. This individual operates with a high degree of autonomy, translating organizational objectives into actionable portfolio strategies while mentoring and influencing teams across the enterprise.
Here's what you’ll do:
Portfolio Leadership and Strategy
- Lead the end-to-end planning, onboarding, and execution oversight of large-scale technical portfolios comprised of multiple complex, interdependent initiatives.
- Translate high-level organizational objectives into structured portfolio roadmaps with clearly defined milestones, resource requirements, and success metrics.
- Partner with senior and executive leadership to align portfolio priorities with strategic business goals.
- Drive portfolio governance processes, ensuring consistent application of standards, frameworks, and methodologies across all initiatives.
Financial Oversight and Reporting
- Own and manage overall portfolio financial communication, including budget planning, forecasting, variance analysis, and executive-level reporting.
- Monitor portfolio spend against approved budgets and proactively identify financial risks or opportunities.
- Develop and present clear, data-driven financial narratives to senior stakeholders and Centers of Excellence leaders.
- Ensure financial reporting accuracy and timeliness across all portfolio initiatives.
Risk and Dependency Management
- Identify, assess, and manage complex portfolio-level risks, issues, and cross-organizational dependencies.
- Develop and execute mitigation strategies for high-impact risks that span multiple business areas.
- Maintain a proactive risk posture by anticipating potential disruptions and preparing contingency plans.
- Escalate critical risks and blockers to appropriate leadership with recommended resolution paths.
Stakeholder Engagement and Collaboration
- Serve as a primary point of contact and trusted advisor for portfolio stakeholders across multiple business domains.
- Work closely with Project Management and Program Management Centers of Excellence leaders to align on standards, tooling, and delivery practices.
- Facilitate cross-functional collaboration to resolve complex dependencies and competing priorities.
- Communicate portfolio status, risks, and outcomes clearly and consistently to diverse audiences including technical teams and executive sponsors.
Mentorship and Community Development
- Establish and maintain formal relationships with portfolio, program, and project managers across the organization.
- Coach and develop team members on portfolio management best practices, methodologies, and professional growth.
- Lead initiatives to improve work quality, delivery consistency, and overall community capabilities within the portfolio management discipline.
- Contribute to the development and refinement of portfolio management frameworks, templates, and training materials.
- Champion a culture of continuous improvement, knowledge sharing, and professional excellence.
What you’ll need to be successful:
Required Experience and Skills
- 5 to 7 years of progressive experience in portfolio management, program management, or a related discipline, with demonstrated success managing large-scale, complex technical portfolios.
- Proven subject matter expertise with the ability to quickly master and operate across multiple business domains and technical environments.
- Strong track record of leading cross-organizational initiatives from inception through delivery with measurable business outcomes.
- Advanced knowledge of portfolio management best practices, methodologies, and governance frameworks.
- Demonstrated experience managing portfolio financials including budgeting, forecasting, and executive-level financial reporting.
- Proven ability to identify and manage complex risks and dependencies across multiple business areas simultaneously.

- Strong leadership capabilities with a demonstrated ability to influence stakeholders at all levels of the organization.
- Excellent communication and presentation skills with the ability to convey complex information clearly to both technical and non-technical audiences.

Education
- Bachelor's degree in a relevant field such as Business, Information Technology, Engineering, or a related discipline preferred.
- Advanced degree or relevant professional certifications such as SAFe PO/PM, PfMP, PMP, or PgMP are a plus.

- Comfortable handling complex and ambiguous problems requiring innovative or strategic solutions.
- Able to integrate knowledge across multiple disciplines and specialties to deliver sound, well-reasoned outcomes.
- Accustomed to receiving work in the form of broad objectives and independently determining the approach, resources, and execution path.
- Understand the significant organizational impact of portfolio decisions and takes accountability for outcomes that influence short-term business goals and overall costs.

This role requires but is not limited to 2% travel.

The Base Salary range displayed below reflects the minimum and maximum target salary for each of DIRECTV's 4 (four) US Labor Market Zones. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Low (N1): $122,194 - $183,241
Mid (N2): $128,625 - $192,885
High (N3): $141,488 - $212,174
Top (N4): $147,919 - $221,818
